🐛 Fix: Impound not giving keys or setting props

This PR fixes the issue with the police impound not setting properties of a vehicle when taking it out, as well as not giving the keys. This issue occurs due to a removed callback still being used. This PR removes the use of the callback and decodes the vehicle data when setting.
