Hello, thanks for this PR! This entire "tools and setup" section is planned for review and eventual rewrite. See openwebdocs/project#207. We are aware that many links are nonfunctional, so one of our goals is to get rid of many of the external links and make sure the rest are in good standing. So in the meantime we are freezing the content since there will be significant changes anyway. |

Updated some dead/outdated links I stumbled across while reading through the docs. Should be pretty self explanatory.
I couldn't test this locally, because
yarn startkept throwing an error, but I ranyarn fix:md, which didn't update anything, so I assume this is good to go.
