This PR is to add the changelog and upgrade guide for 2.479.1. I have included all of the backporting ticket entries accordingly, the pinned comment in JENKINS-60891, and other upgrade guide entries as noted in the various tickets.
Will add screenshots of changelog & upgrade guide from local environment in comments.
