update to restore emissive properties to fixed models
Dynamic shadow-casting night lights with lamppost self-shadowing disabled by replacing most shaders with gta_normal_spec_reflect_emissive. Custom shader required for proper vertex AO.
updated to non-shadow-casting lights (aka "console lights"); shadow-casting models moved to FusionLightsPC
