Bump tough-cookie and lint

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [lint](https://github.com/omnilint/lint). These dependencies need to be updated together.

Updates `lint` from 0.7.0 to 1.1.2
