[BUG] Chat Title Assigned to Random Players

Describe the bug
The staff have custom titles, including Owner, Manager, etc. For some reason, whenever a new player joins the server, they get one of the assigned chat tags at random. The custom tags are assigned to specific STEAM ID's within the ck_vipadmins SQL table.

Expected behavior
The players receive the [Unranked] tag.
