Steps to reproduce the bug
Update to VisualStudio Version 17.12.0 Preview 2.0.
Create a blank WinUI 3 app with template "Blank App, Packaged with Windows Application Packaging Project (WinUI 3 in Desktop)".

In VisualStudio Version 17.12.0 Preview 2.0,

Expected behavior
