Custom start sync tweet ID

Describe the bug
This is more of a feature request. Because of the bug with the scrambled tweets that was noted (see #195) I would appreciate if the environment file could support a feature that allows posts to be synced only after a certain tweet ID. This ensures that after setup of identification of a broken pipeline not all posts get reposted to the respective other instances.

This should be relatively simple fix that could also help identification of the exact issue (#195) as frankly the behavior has been very strange and I have tried to debug but can not seem to find a sharp driver.
