User Story
As a KubeLB user, I would like the capabilities of global load balancing for my applications. Since KubeLB is already managing the data plane, it'd be the appropriate place to manage global load balancers as well.

Acceptance criteria
Needs more investigation before we formulate the acceptance criteria
