As far as I can tell, this is the result of a system action cleaning up the IESG state after an AD has changed the WG state from PubReq back to WG Doc. If we are going to clean the state up, it seems much better to put it back to “I-D Exists”.
It’s unclear to me whether the current behavior is a bug or deliberate, but from my perspective it’s a bug so I’ve raised it as such.

A couple times recently, there has been angst caused due to a document having the judgmental-sounding IESG state “Dead“. One example is https://datatracker.ietf.org/doc/draft-ietf-idr-wide-bgp-communities/
