submission interstitial page reports time of submission in "PDT", should be UTC

Describe the issue

after i submit a new draft to the datatracker, while i'm waiting for it to be processed, i see a note that ends with:

Your draft was uploaded at 2024-09-04 13:40 PDT.

I'm not in PDT, and my browser doesn't think it's in PDT either.

If this time isn't going to be reported in the browser's preferred timezone, it should be reported in UTC. Not everyone knows how to convert from some arbitrary time zone to their current timezone, but everyone should be able to convert from UTC to their current offset.
