To fix this issue, change UART1_dma_complete_wait to:
void UART1_dma_complete_wait(void){ while(!((DMA0->TCD[UART_DMA_TX].CSR) & DMA_CSR_DONE_MASK)){ //loop __asm__(";"); } }
