EPIC: Organizers have a list of volunteers they can approve or decline for active use within their organisation

Per the screenshots in the Figma it would be great if we could build out the rest of the organizer screen (in desktop view) for keeping track of volunteers.

Basically, while most organizers appreciate volunteers that are willing to work they need to be able to approve them for their particular organization before that volunteer can start actively accepting tasks.

This was a feature that got bumped out of our first MVP (MVP.0) hence why it was not in the first release but it was probably 'next up' on the list of features.

There might be a bunch more to discuss here but creating this issue as a placeholder for discussion around it.
