Replace all hard-coded $IDF_PATH/tools/gdb_panic_server.py like https://github.com/espressif/pytest-embedded/blob/ea7157f053f3b5cee47e4662b8fba12ad52fcb7c/pytest-embedded/pytest_embedded/plugin.py#L190C1-L190C1

to https://github.com/espressif/esp-idf-panic-decoder
