Whenever we see questions displayed, any inner HTML in the question should be rendered as well.

In survey_display, @eileenpeppard requested a feature that survey questions can have some type of formatting option to highlight key parts of the question. See link below:

erdl/survey_display#46

To be consistent, the same should work for survey_admin. When someone creates a question and places html tags such as <u> into the question text, the question should be displayed with that inner html rendered.
