[feature] Fix URL filter to enable local files / feature extensions

I need to monitor changes in local text file "text.txt". This file is regullary updated by my own script (that compile data from several sources, for example, content of recently downloaded pdf files after ocr).

File "test.txt" is stored in changedetection.io app "static" folder and so it's accessible via browser by http://localhost:5000/test.txt.

Unfortunatly when I try to add task in changedetection.io app edit interface with URL "http://localhost:5000/test.txt" I have error "Invalid template syntax"

Please make possible to add localhost or 127.0.0.1 addresses in edit interface

Meanwhile, I can add local file monitor task from app main page - it has not url filter that blocks local tasks.

This 100% works.. weird.. i cant reproduce this, and this is also in the automated tests

How did you add the URL in the first place? this is not usually where you add the URL (add it from the main add-a-watch box)

also, do you have any templates? like notification template etc etc?

You are right.

There is some problem with my local installation, so I can not edit any url address, not only local (may be not all needed python modules are installed). So I should fix it myself.

First time I've added file address from the app main screen (http://192.168.1.140:5000) in the field under "Add a new change detection watch" caption, clicking "Edit > Whatch".

I had run changedetection.io app from sources. So I decided to check if everything is installed that mentioned in "requirements.txt" file.

I installed "paho-mqtt" and "jinja2-time" packages. After installing these packages the problem was fixed, so I can edit watches.

Local files work, but for security reasons you need to enable it

btw #2678 adding this check now so that it will catch if a module is missing in the future
