AddressComplete: Match "Preview" / "Edit" / "Test" for structure and hint text

Description

The AddressComplete component shows up differently in different places in the app. For a first-time form builder it would be hard to know what to expect.

• The preview in the "Add a form element" before adding "Address" shows "Country / Street address / City / etc."
• The form builder view to "Edit" doesn't show any fields as they are not modifiable but shows hint text that does not show up? "Start typing an address to search" (If hint text is added it displays below with the same styling
• The "Test" section for draft forms / published form URLs show up differently still

Steps to reproduce

1. Go to form builder in review environment
2. Add "Address" component
3. Go to "Edit"
4. Go to "Test"
5. See discrepancies
