Font mismatch on forms in GC Forms

Description

Noticed recently that there's a mix of font types, looks like Arial and Noto maybe? Wondering if this might be a regression with recent changes to the UI. This affects sign in screens, contact us form, support form, a number of form element types in the form builder itself and in the form output for end users.

Steps to reproduce

1. Go to GC Forms Production
2. Click on Sign in
3. Notice different typography for the form input labels than rest of text.
4. Add a short answer
5. Add a dropdown
6. Go to test/preview and see the change in font for input label and dropdown options
