configure a search based on a WMS layer: Schools K- 12; make City (locality) a drop-down
What behaviour I'm expecting and which behaviour I'm seeing
-when the site is loaded I expect to see values populate in the drop-down box
-what I see is "No choices available" and it never refreshes to "No value selected"
Minimal example reproducing the issue

I expect to see a drop down populated with names sorted alphabetically (100 Mile House to Zeballos)
How to reproduce
SMK version I'm using: "version": "0.8.1-MVP",
Browser (with version) I'm using: Chrome, IE, Firefox
OS/Platform (with version) I'm using: Windows 10
