Describe the bug in current situation
A clear and concise description of what the bug is.

On MMA-2023-33332, the user applied several consult page flags, with several different consultees. However, after returning to the request in the Redaction App, and selecting the 'Consult' filter, the consultees are listed by their 'programareaid', rather than their 'iaocode'.

Steps to reproduce the behavior:

  1. Go to a request with records in the Redaction App
  2. Apply the 'Consult' page flag to a page (or pages), and refresh page
  3. Select the 'Consult' filter
  4. See error, where the 'programareaid' is displayed instead of the 'iaocode'

Actual/ observed behaviour/ results

'programareaid' rather than 'iaocode' is being displayed in the Consult filter context menu

Expected behaviour

GIVEN the consult page flag has been applied to a page with consultee(s) selected
WHEN the use selects the 'Consult' filter
THEN the consultee names will be displayed in the context menu
