Brief summary

Creating a standalone Whonix VM causes "Denied whonix.NewStatus+status from my-standalone-test-qube to sys-whonix" notification messages because the newly created standalone does not have the anon-vm tag upon creation.

The problem is solved my manually adding the tag anon-vm.

Steps to reproduce

Create a standalone based on whonix-workstation-17, boot.

Expected behavior

No denied messages, the VM is given appropriate tags upon creation.

Actual behavior

The VM lacks tags that it expects and produces denied notification messages.
