Upgrade to random123 version 1.14

Is your feature request related to a problem? Please describe.
There is a new release of random123 that includes a fix for building with CUDA using some compilers, like MS Visual Studio. It also has some improvements to uniform.hpp, which we should use if we are going to use u01() to generate uniform random numbers in the interval of (0,1]
