Semantic Scholar: handle better error 403 with response text "{'message': 'Forbidden'}" but that is returned as metadata #72

Theres two different issues here:

  1. Meta data being set as an error message
    a. Addressed with this el3220/issue 72 semantic scholar #75
  2. RCGraph surpassing the Semantic Scholar query limit
    a. Addressed with this Possible Solution to Limit Semantic Scholar Usage #76
